A Tiffany-area resident urged the council to reconsider, citing the unfulfilled ten-acre Swenson-Hawk promise, the 41-acre floodway parcel with Native American religious sites, American River Parkway wild-and-scenic protections, freeway congestion, and grandfathered properties on the old part of Folsom Boulevard.
